NAT'L CHILDREN'S MONTH
The Philippine government's commitment to protecting children's safety, dignity, and rights is most prominently reflected in the enactment of Republic Act No. 11930 or the Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials (CSAEM) Act. This legislation is a significant step, as it provides a modern and comprehensive legal framework that directly addresses the complexities of digital abuse. It clearly defines online sexual exploitation and importantly, mandates duties for Internet Service Providers (ISPs), social media platforms, and financial institutions to cooperate with law enforcement, block harmful content, and prevent financial transactions related to these crimes.
This whole-of-society approach, as reflected in the law's Implementing Rules and Regulations (IRR), signals a strong intent to prosecute perpetrators, empower survivors, and prevent future offenses.
